Set parameters for the ephemeral peer TCP socket to increase reliability
at the cost of throughput. If the handshake fails, query and print TCP
info.

Sebastian Holmin 436c64f47e Add MULLVAD_LOCKDOWN_ON_INVALID_SETTINGS env 
When settings fail to parse, don't enable `lockdown_mode` if the new env
var has been set to `false` or `0` (it defaults to true). This is a
debug feature intended for developers to set globally on their system,
to make downgrading app versions more convenient.

Added `QuicTransportFactory` with `QuicSend`/`QuicRecv` channel-based
adapters that let GotaTun proxy traffic through QUIC without a local
UDP socket.

Add a typed `SetLogLevel` RPC for simple log levels with crate
silencing.
Rename the existing `SetLogFilter` RPC to `SetRustLogEnvFilter` which
bypasses crate
silencing.

If there are no obfuscation methods at all for a relay
(which shouldn't happen in practice as they
all support SS and UDP over TCP), then fall
back to using just WireGuard.

The test failed because the artifical relay list
had no ports for UDP over TCP or shadowsocks.
Replace it with the `RelayListBuilder`, which does.

Sebastian Holmin 9f7e183edd Simplify include_in_country spec 
We no longer use the relays as fallbacks when it
would unblock the user. These relays are assumed
to never have unique features that other relays
in the same country don't also have.
