doc: Update info about Windows XP UCRT redistributable package in crt-libraries.txt

Browse Source
It contains UCRT version 10.0.10586.15 (not 14.27.29114.0) which can be verified by inspecting the ucrtbase.dll library.
Official package name as can be seen in the installer is Microsoft Visual C++ 2015-2019 Redistributable 14.27.29114.0.
Visual Studio version marking (16.7 / 16.8) was available only at the old MS download page. Add release dates of packages.

Note:
Microsoft Visual C++ Redistributable for Visual Studio 2019 16.7 package (with UCRT version 14.27.29114.0) is really the latest UCRT compatible package for Windows XP SP2/SP3 and Windows XP x64 SP1/SP2 and Windows Server 2003 SP1/SP2 systems. There is available redistributable Visual Studio 2019 16.8 Preview 2 package (with UCRT version 14.28.29213.0) which has higher build number than the 16.7 version, but it is only beta preview version and moreover it was released before the final 16.7 release. So the last released version compatible with those systems is really 16.7 version.
The Microsoft Visual C++ 2015-2019 Redistributable version 14.27.29114.0 package,
marked for Visual Studio 2019 version 16.7, contains UCRT version 10.0.10586.15 and
is the latest UCRT-compatible package for Windows XP SP2/SP3, Windows XP x64 SP1/SP2,
and Windows Server 2003 SP1/SP2 systems.
Although the Microsoft Visual C++ 2015-2019 Redistributable version 14.28.29213.0 package,
marked for Visual Studio 2019 16.8 Preview 2, has a higher number but is only a beta preview.
Furthermore, that beta preview was released on August 12, 2020, which predates the final
stable 14.27 release on October 26, 2020. Therefore, version 14.27.29114.0 remains the
final stable release compatible with these operating systems.
