Andrew Schwartzmeyer 8d399e84c2 Remove deprecated functions from coreclrutil ...

Using `getcwd()` in main for resolving relative to the current working
directory removed the last public use of `GetAbsolutePath()`, so
`coreclrutil.h` is now stricly `extern "C"`.
