zaniebotandzaniebot 273ad07afc Use uv_build for the benchmark package (#21215 )

The benchmark package uses a conventional pure-Python layout, so it does
not need Hatchling's build environment. Switch it to `uv_build` and
reduce the isolated build constraints to the backend itself. Keep the
existing wheel-only policy, console entry points, runtime lock, and
source-distribution support files unchanged.
