Repeated `cargo lintgen` runs rewrite both linter outputs even when their contents are unchanged. This changes their timestamps and invalidates Cargo's build cache for the linter and its consumers during repeated readiness checks.

Compare the generated bytes before writing, following the AST generator's existing behavior. Changed contents and missing files are still written normally.

Verified that repeated generation preserves both contents and nanosecond timestamps, changing a rule input updates both outputs, and missing outputs are regenerated. `cargo lint-timings` left its snapshot unchanged, and `just ready` passed with 5,060 Rust tests and zero failures using the pinned Node 26.5.0. No generated files, snapshots, or dependencies changed.
