camc314 bd57c1bdaf fix(ci): skip minify diff for missing Graphite base refs (#27414) ...

Skip the minify output comparison when its `graphite-base/...` base ref has disappeared from origin, and explain the skip in the job summary. Only the exact missing-ref diagnostic is tolerated; other fetch, checkout, and compilation failures still fail the step.
