fix(parser): report TS1242 for interfaces with abstract modifier (#27191)

## Summary

- Report TS1242 for `abstract interface` declarations using the existing illegal abstract modifier diagnostic.
- Refresh the Babel and TypeScript parser snapshots for their existing cases.
