perf(packages/codegen): remove branch printing RestElement in ArrayPattern (#27608)

Perf optimization.

When printing `...rest` in an `ArrayPattern`, there's no need to send it via `printBindingPattern` which checks `rest.type`. We already know it's a `RestElement`, so just print that directly.
