perf(packages/codegen): merge mark and write calls in printImportAttributes (#25972)

Small optimization to sourcemap builds.

Merge a `markWithMapAtStartOffset` call with offset 0 with a `write` call immediately following it into a single `writeWithMap` call. This is functionally equivalent.
