Bundle relay list at release time on desktop
...
The relay list is produced and committed in
desktop/scripts/release/1-prepare-release instead of build.sh.
An empty relay list is committed on `main` since packagers require
that some file exists.

Handle untracked changes in prepare script
...
`git diff` can not diff untracked files, this commit makes use of `git
status` to detect changes instead. Since the relays.json is not checked
in it would otherwise not correct add the commit for the relays.json.
