LibretroAdmin 4e7fbc7376 Carry the frame counter in the save state
Atari800_nframes drives the emulated R-Time 8 clock, so a restore needs it
to resume at the same point. Both writers store it and both readers take it
when the state is version 9 or newer, which leaves versions 3 through 8
loading as before.

Save-state replay is now bit-exact in RAM and video: run 300 frames, save,
run 400 and hash; restore, run 400 and hash again. Audio still shifts by
about 0.66 ms across a restore because the sound renderer's queue depth,
fractional sample accumulator and resampler position stay outside the
state.

retro_serialize_size() is unchanged at 188740 bytes. States written here
are refused by cores built before the bump, which report the version
mismatch rather than misreading the data.
