Avoid tempfile.NamedTemporaryFile's effectively unbounded Windows retry. Restricted sandboxes can deny YAPF grammar-cache writes. Write each cache to a unique file, close it, and atomically replace it. Clean up failures to prevent orphaned pickle files. Upstream issue: https://github.com/google/yapf/issues/1311
