Marshall Greenblatt 5d30a5e823 Enable /GF (string pooling) for Windows Debug builds (see #3611) ...

The ConstGetWeakPtr test was failing on Windows CI because it uses
EXPECT_EQ to compare const char* pointers, which relies on string
pooling to merge identical string literals to the same address.

Chromium enables /GF in both Debug and Release builds (see
build/config/compiler/BUILD.gn), but CEF only had it in Release.
Move /GF to the common compiler flags for both CMake and Bazel.
