Configure child processes to be killed by the system after the main process goes away. The main process uses the default shutdown order, which is 0x280. Note that lower numbers here mean "kill later" and higher numbers mean "kill sooner". We want to avoid child processes dying first because they may be relaunched, resulting in relaunch failures and crashes like IntentionallyCrashBrowserForUnusableGpuProcess.
