Marshall Greenblatt e8e83e2b92 linux: Fix Wayland crash at startup with multi-threaded message loop 
Disable creation of GtkUi on Wayland when using multi-threaded-message-loop,
matching the existing X11 behavior (see #3610). GtkUi connects GDK signals
(e.g. GdkMonitor notify::scale-factor) on the CEF UI thread, but GDK sources
run on the default GMainContext owned by the application's main thread, so
signal emission fails a ScopedGSignal sequence checker DCHECK.

Marshall Greenblatt 02ddc6ffd9 Fix shutdown hang on de-elevate early exit (see #3960) 
The de-elevate early exit on Windows occurs later during
initialization then the process notified early exit. This
requires execution of additional shutdown logic for proper
shutdown handling.

Marshall Greenblatt c0a3c897cf Remove main runner abstractions (see #3685) 
Remove code abstractions that are no longer required after deletion of
the Alloy bootstrap. This is a functional no-op.
