Ben HillisandCopilot fceeecf97e Pin .resw files to CRLF via .gitattributes (#41186)
The localization service does not consistently normalize line endings in the
.resw files it generates. Recent loc PRs have committed some locales as CRLF
blobs while the rest are LF, which makes those files show up as complete
rewrites (3500+ lines) even when only a handful of strings changed, hiding
the real translation diff.

tools/devops/validate-line-endings.py requires .resw files to use CRLF in the
working tree, but nothing enforced how they are stored, so the result depended
entirely on the committer's core.autocrlf setting.

Add a .gitattributes marking *.resw as text with eol=crlf, so they are always
stored as LF and checked out as CRLF regardless of local git configuration,
and renormalize the one file (en-US) that was stored as CRLF. The en-US
change is line endings only.
