The localization service emitted lone CR (^M) characters into three
locale files again, which fails the "Formatting & localization checks"
CI job (tools/devops/validate-line-endings.py).
Affected lines: de-DE 382, 1595; ko-KR 586; zh-TW 454, 457, 485, 486,
494, 534, 561. These lines were restored from the merge base; all other
translation updates in this build are untouched.
Note: do not use validate-line-endings.py --fix for this. It rewrites
each lone CR to CRLF, which bakes a real line break into the localized
help text and makes CI pass on corrupted strings.
Same fix as builds 153229291, 153342952 (#41202), 153487094 (#41210),

* Fix mangled line endings in localization output
The loc pipeline emitted de-DE, ko-KR and zh-TW with CRLF blobs (the other
18 locales are LF), which made the whole file show as rewritten. Those three
files also contained stray lone CR characters inside translated values, where
the machine translation treated the CR of a CRLF as a reorderable token:
de-DE "fuer Linux<CR>aus<LF>" -> "fuer Linux aus<CRLF>"
de-DE "Sie, <CR>auszufuehren.<LF>" -> "Sie, auszufuehren.<CRLF>"
ko-KR "<SP*16><CR>...<LF>" -> "<SP*16>...<CRLF>"
zh-TW "<CR><SP><LF>" (x7) -> "<CRLF>"
Repair the stray CRs to match the previous translations, then normalize the
files to CRLF so tools/devops/validate-line-endings.py passes. Running the
validator's --fix alone would have turned each stray CR into a real line
break inside the translated string.

normalized to LF.

rather than a blanket conversion, to avoid altering translated
text structure.
