Steve Lee a66cd0b620 Remove ClrVersion property from $PSVersionTable (#4027)
* ClrVersion property of $PSVersionTable is not useful with CoreCLR and end users should not be using it
that value to determine compatibility. Recommendation from dotnet team is to remove that property.

* Removed internal members used for CLRVersion

* removed CLRVersion from FullCLR build as well

* added additional information to run `start-psbootstrap -buildnative` if cmake is not found

Testing

The tests are organized by testing language. Thus Pester tests, which are written in the PowerShell language, are in ./powershell and xUnit tests, written in C#, are in ./csharp. The sanity tests for the Full .NET build of PowerShell are in ./fullclr, and the third-party shebang test is in ./shebang.
