Andrew Schwartzmeyer ed39a00f29 Add GetLStat 
faccessat() does not support AT_SYMLINK_NOFOLLOW on OS X, so instead,
we use the success of lstat() to determine if the file (not following
symbolic links) exists. Also allowed for some refactoring.

Andrew Schwartzmeyer 894f8401a1 Fix CreateSymLink tests for OS X 
/tmp is symlinked to /private/tmp and since we're testing symlink
resolution through FollowSymlink, we need to change what we expect to
the realpath.

Andrew Schwartzmeyer 0cdc7cfc7e Use COMPILE_FLAGS instead of add_compile_options 
The latter came with CMake 2.8.12, and CentOS comes with 2.8.11, so we
need to use a more compatible method. Also bump the minimum required
version now that it is properly known.

Andrew Schwartzmeyer a1a722c4a1 Add powershell project shim 
The `src/powershell` project builds Core PowerShell as a .NET CLI app,
with a dependency on `Microsoft.PowerShell.ConsoleHost`, so that the
latter can remain a library.
