deepakaravindr 3a5e57d7de Added a lot of tests. Also, added TestSourceProviderUtility to create a 
V3OnlySourceRepositoryProvider. This is really useful to add real
functional tests for NuGetPackageManager using xunit

Called Update-Package for the entire PackageManagement.sln
